All discrimination and harassment complaints made to OPHD in 2022-23: An overview

Between July 1, 2022 - June 30, 2023, OPHD received a total of 949 reports. Of those, 893 reports alleged discrimination and harassment, including allegations of sexual violence and sexual harassment. Out of the 893 discrimination and harassment reports, 296 (33%) alleged Protected Category discrimination or harassment, and 597 (66.9%) alleged some type of sexual violence and sexual harassment (SVSH) (Figure 3).

OPHD received 56 reports that did not contain enough information for OPHD to act on (termed “unknown”) or for which the alleged conduct did not fall under the purview of OPHD (“no basis”). These reports are omitted from Figure 3. 

This section will examine as a whole the reports made to OPHD in 2022-23 that alleged discrimination and harassment, including SVSH. Subsequent sections will examine reports of sexual violence and sexual harassment and reports of protected category discrimination and harassment separately, and in more detail.

Multiple people may report the same incident to OPHD. In those cases, OPHD combines all of these duplicate reports into one report. Each such consolidation represents only one data point in Figure 3. Conversely, a single report may allege both racial discrimination and sexual harassment. Those allegations are tallied separately in Figure 3.
